That's interesting because many years ago Sportingbet, who were taken over by William Hill, approached me about betting on sumo. A mad horse racing enthusiast mate of mine was the former CFO. They needed an expert in Japan and and expert here because they set the odds and take the risk themselves. They were quite well versed in the yaocho scandals so sumo did not have a good reputation. We also went through the freakonomics research on things like day 15 kachi koshi back scratching yaocho scandals. There was some fascinating discussion on the validity of the Freakonomics research at the time but it's buried in cyberspace somewhere. In the end they came to the conclusion that they couldn't guarantee that it was clean enough "like boxing" and that they could get enough information to set the odds properly.

Considering the extreme lengths the Japan Sumo Association takes to prevent gambling associated with its participants, this is a shocking development. Probably not much the JSA can do about it.

Obviously they don’t ask the governing body if they can. Onosho looks a good bet.
