While that is a good point, it is possible that the hair pulling needed confirmation and perhaps was not called by the ringside judges but notified to the chief judge by the oyakata in the video room.
It looked like a hair pull on the TV vision but might not have been so obvious to the judges sitting below the ring.
The gyoji could have stopped the match, but may not have seen the incident as he can’t see everything from his angle and during his motion in the match.
There would have been criticism also had the bout been stopped and then the hair pull dismissed.
