While I never entered the dressing rooms during a basho - particularly before their matches rikishi don’t like to chat or even stop to pose for photographs - I certainly visited plenty during the jungyo tours.  Occasionally there was more on display than might have been considered proper, but I simply looked away and there was never any embarrassment on either side.  (I did grow up on the Sydney beaches.)
I can understand how some rikishi might feel inhibited, but if the female journalists are sumo “specialists” they would be there for professional rather than voyeuristic reasons.
